Transfer tape is for adhesive (sticky) vinyl, not heat-transfer / iron-on. For HTV shirts use a heat press workflow from Best HTV Brands for Beginners. Weed first, burnish well, and if tape will not lift vinyl, try a firmer burnish or a slightly stronger-tack roll—do not assume the vinyl is defective on the first try.
